Information does not enter the system raw
It first passes through someone who decides whether the issue matters, whether it should be escalated and whether it can be handled operationally.
One perspective is insufficient
The project director sees delivery and the client relationship. The designer sees the technical solution. The planner sees time dependencies. The lawyer sees the formal basis. The contract function needs to connect these views.
Controlled difference of perspective
A mature organization provides access to source information, independent qualification, escalation criteria and the ability to express a different professional assessment.
Conscious omission
The objective is not to analyse everything with equal intensity. It is to make the decision to omit a risk conscious and defensible.
Who decided that this was not a risk — and on the basis of what information?
